The tests are being hosted by the New York City Dept. of Sanitation and the City of Baltimore Bureau of Solid Waste to exhibit different operating conditions and provide a thorough analysis of the technology, particularly its technical and economic impacts.

The HRB system uses a hydraulic pump/motor connected to the driveline to capture energy during vehicle braking. The absorbed energy pumps hydraulic fluid into an accumulator. During acceleration the pressurized gas releases energy to assist the engine in launching the vehicle, therefore reducing fuel consumption.
