  3. The Goodyear Tire & Rubber Co. has named Richard J. Noechel vice president & controller, succeeding Thomas A. Connell, who will retire on March 1. Laura K. Thompson is the new vice president of finance for North American Tire and David Campopiano is being promoted to vice president of business development for North American Tire.

  4. William E. Smidl is the new vice president of sales for transportation broker Byrne Transportation Services.

  5. Sam D. Kahan has joined ACT Research Co. as senior economist.

  6. Phillips Industries has hired Randy Therneau as account manager-OE trailer.

  7. Webb Wheel Products has named Russ Lucas severe duty fleet manager for its Transit Business Unit.

  8. LeasePlan has promoted David Doyle to the position of director-maintenance and repair management.

  9. Todd Russell is the new national sales manager for Atlas Van Lines' Smart Move Transportation subsidiary.

  10. Michael D. Padrnos has been named director of national accounts for Mitchell 1's Commercial Vehicle Group.
