According to The Times, industry experts who had spoken to the Bush administration said it was still developing a plan for American involvement in the Iraqi oil sector. Iraq's fields and facilities are rundown, but its employees are widely respected for their professionalism within international oil circles, the experts said.
Carroll is expected to be responsible for Iraqi oil production, though someone else would probably be named to run the refining and marketing of Iraqi oil.
