The Pennsylvania Department of Transportation (PENNDOT) has announced that all applicants for a commercial driver license (CDL) learner's permit will be required to first pass all applicable knowledge testing before a permit can be issued for the requested commercial class, endorsement, or restriction removal.

Applicants still need to complete a commercial learner's permit application and pay required fees. After this application is processed, PENNDOT will issue a Knowledge Test Authorization (KTA) for each CDL class, endorsement, and restriction removal requested. The KTA is the applicant's authorization to appear at a PENNDOT driver license exam site for knowledge testing.

The KTA is valid for one year from the date of issuance.
